Brendan Cowan

Brendan Cowan, Director

Brendan has been the Emergency Management Director since 2003. Prior to his work with San Juan County he worked in international crisis response. Brendan is a volunteer responder for the NW Washington Incident Management Team, and a Board member of the Islands’ Oil Spill Association, a community non-profit spill response organization in the islands. In his role as an active FEMA Operations Reservist, Brendan has responded to a wide array of large scale disasters across the United States. He is based in Friday Harbor on San Juan Island.

Dave Halloran, AssISTANT Director

Dave graduated from college with a degree in Geology, and worked for many years as a Park Ranger and Wildland Firefighter for the National Park Service and U. S. Forest Service in Washington, Oregon and California. He transitioned to Emergency Management starting in nearby Island County and joined San Juan County in 2004. In addition to local disaster preparedness and planning, Dave is a member of the NW Washington Incident Management Team and has assisted throughout Washington during various emergencies. He is also a FEMA reservist with the Emergency Communications Cadre and has had hurricane response assignments in the Southeast and Puerto Rico. He is based in Eastsound on Orcas Island.
